The Telangana government is all set to bring in a “Right to Single Window Services” ordinance for investors, which will make the concerned officials liable for suspension and penalty if clearances for industrial projects are not given in 15 days.

Their increments and salaries will be cut and the amount thus collected will be paid to the respective investors as compensation for the delay.

At present, an investor has to obtain nearly 30 approvals from various departments to set up an industry and the average time to clear the files ranges from two to five years and more. Several proposals that were submitted during the last Partnership Summit held in Hyderabad in January 2012 are still pending.

Though Chief Minister K. Chandrasekhar Rao wants to bring the Act in the Legislative Assembly, it has been kept on hold due to delay in convening the Assembly session. To overcome this, the government is planning to take the ordinance route to ensure that the “investor-friendly norms” come into force at the earliest. Under the new system, the CM himself will handover nearly 30 approvals to investors.

The Telangana CMO will pursue the files cleared by the Chief Minister with all the departments in 15 days. Probably for the first time in the country that such an Act is being planned to check delay and graft in clearing investment proposals.

The aim behind the ordinance is that the Telangana government is planning to conduct a “Partnership Summit” by inviting industrialists from all the major countries and states in late-December or early-January and it wants to showcase that the state has the world’s best single window clearance system wherein officials will be taken to task if approvals are delayed under one pretext or the other or if they resort to any kind of corruption to grant approvals.

Mr Chandrasekhar Rao has been spending several hours every day since Saturday to draft the ordinance with officials of the Industries department. Legal department officials have also been involved in the exercise to ensure that enough precautions are taken to see that the ordinance does not invite legal problems for the government.

After holding meetings with officials on Saturday and Sunday, KCR on Monday invited representatives of industry bodies like CII, FICCI and FAPCCI for their inputs on the ordinance.

He is learnt to have told industry representatives that he had promised the world’s best single window clearance system to top industrialists like Mr Ratan Tata, Mr Azim Premji, Mr Anil Ambani, Mr Satya Nadella, Mr G. Mallikarjuna Rao and others and their expectations should be met at any cost and asked them to give inputs on how to achieve this goal.

The industry representatives sought a week’s time to give their feedback on the ordinance to which the CM agreed. Mr Rao told them that all appropriate inputs given by them would be incorporated in the ordinance, which is expected to be issued any time before Diwali.

How approvals are getting delayed for long?

In the existing method, investors have to approach nearly 30 government departments to secure approvals. The prominent being No Objection Certificates from the Pollution Control Board, department of Forests and Environment, Fire Services besides approvals from Roads and Buildings, HMDA, GHMC, Water Board, Electricity department etc. There is no specific time frame to clear these proposals and it takes two to five years and more.

The normal practice being adopted by officials to delay proceedings is by keeping files pending with them under one pretext or the other till the last minute and then issue notices pointing out deficiencies and seek rectifications.

After coming out with rectifications, they raise few more queries and seek explanations. It goes on and on till investors succumb to their demands for bribes.

When Tata group patriarch Ratan Tata talks, the world sits up and takes notice. In 2008, when he endorsed Gujarat and its then chief minister Narendra Modi with his famous comment about “a good M and a bad M“ (comparing Modi to West Bengal CM Mamata Banerjee after the Tata group pulled its Nano project out of Singur and moved into Gujarat), he willy-nilly helped boost Gujarat’s image as a preferred investment destination and that of Modi as a man who means business. The rest, as they say, is history. Today, Modi is the Prime Minister and the world has acknowledged Gujarat’s prowess as a top business destination.

On Friday, it was the turnof Telangana’s first chief minister K Chandrasekhar Rao and infra major GMR Group’s founding chairman GM Rao, to come in for a strong endorsement from Tata, which is sure to send their brand equity soaring. While he hailed KCR for his `sincerity and commitment’ towards building a new state, he complimented GM Rao for his `pioneering spirit’ in bringing premier Canadian B-school Schulich to Indian shores, among other achievements.

On the occasion, GMR Group chairman GM Rao too lauded the T government’s efforts to usher in the best single window clearance system in the country that KCR has been promising to unveil as part of the new industrial policy. “The intention to roll out the red carpet for industries by granting them necessary clearances in 30 days speaks volumes of the CM’s leadership,“ he said.

DRDO to Set Up Rs 1,600 Crore Gas Turbine Project in Telangana

Defence Research and Development Organisation (DRDO) will set up a first gas turbine project in the country at Nagarjuna Sagar in Nalgonda district with an estimated cost of Rs 1,600 crore.

The DRDO officials searched several sites across the country and finally found the the site near NSP suitable for the project. Currently, the DRDO is dependent on gas turbine project in Moscow for its needs.

Chief minister K Chandrasekhar Rao held a meeting with the officials on the proposed gas turbine project here on Wednesday.
.

The chief minister said that the Telangana government would allocate 100 acres for the project at Nagarjuna Sagar apaprt from the required water and power to the DRDO, he said.
.

Additional land will also be allotted to the DRDO at the same place in future for its research and development operations, the chief minister said.

Chandrasekhar Rao said that the proposed project will also provide direct and indirect employment to hundreds of people in Telangana.

The Telangana government has also decided to construct a airstrip for the convenience of officials and tourists, says a release from the CMO.

Diversified group ITC , plans to set up a paper manufacturing unit in Telangana with an investment of Rs.3,500 crore.

The company officials conveyed this to Telangana Chief Minister K. Chandrasekhar Rao during a meeting in Hyderabad on on 14th Juy 2014, said a statement from the chief minister’s office.

KCR, as the chief minister is popularly known, welcomed the decision of the group and said his government would provide adequate land for the plant.

A delegation of top officials of ITC led by its executive director Pradeep Dhobale met the CM. They also expressed willingness to set up food processing and agro based units and take up eucalyptus plantation over one lakh acres.

Microsoft India chairman Bhaskar Pramanik, who also met the Chief Minister, said the company would like to expand its activities in the newly-created state, it said.

India is one of the fastest-growing markets for MBA education in the world, a top official of Canada’s Schulich School of Business at York University said on Friday.

“The fastest-growing markets for MBA education is emerging economies and among them obviously China and India. More so India, with its demography where there is over 50 per cent of population that is below 25 years old,” said Dezso J. Horvath, Dean and Tanna H. Schulich Chair in Strategic Management at the Schulich School of Business, York University.
.

Speaking after the opening of the building of the Schulich School of Business set up along with the GMR School of Business in the facility provided by the GMR Group at its airport in Hyderabad, Horvath said: “We are not coming here to compete with Indian business schools. Our focus is on meeting industry needs for globally trained students.”
.

The average age of students at the institute is around 29 years with most having five to seven years of work experience. “We have international faculty and we train students for a global marketplace,” Horvath said. He said that the first-year course is taught in India and second year in Toronto.
.

Emphasising that the school offers several differentiators, Horvath said, “We also provide a huge amount of specialisation options with 150 electives, 21 different specialisations with many of them in industry sectors which nobody else in the world is delivering such as in mining and soon in agro-business also.”
.

Admission to the school is based on work experience and GMAT score, which would be around 670-680 on average. The fees is around Rs 30 lakh for the two years with options for student loans and scholarships for bright students. The first batch was admitted last year and will graduate by the end of April 2015 with 37 students in the batch. The second batch of 46 students has just joined. “We will keep the batch size to not more than 50,” says Horva¡th.

Horvath said the school in India has an advisory board with leading industry leaders like G.M. Rao, Chairman of GMR Group; Ratan Tata, Chairman-Emeritus of Tata Sons; O.P. Bhatt, for SBI chairman; Bahram Vakil, Founding Partner of AZB & Partners; Uday Kotak, Executive Director and MD, Kotak Mahindra Bank; V. Raghunathan, CEO, GMR Varalakshmi Foundation, among others.

Horvath also said if India enacts a law to allow foreign players to set up own campuses, the Canadian institute will develop a full campus here and deliver the full programme here. “We will bring 50 per cent of students from abroad here and create a global school where half the total students come from all over the world and the rest from India and develop specialisations focused on India like IT.”

Canada-based Schulich School of Business, York University has opened its campus in Hyderabad in collaboration with GMR School of Business. The campus was inaugurated by Chief Minister K Chandrasekhar Rao in the Aerotropolis (Hyderabad Airport City) being developed by GMR Group around Rajiv Gandhi International Airport, Shamshabad on Friday, 26 September, 2014.

GMR Group has added yet another feather to its cap with the opening of the Building of Schulich School of Business, York University’s Rajiv Gandhi International Airport (RGIA) campus (in a twinning arrangement with GMR School of Business).

The business school building was officially inaugurated by the Hon’ble Chief Minister of Telangana State, Mr K Chandrasekhar Rao today and Hon’ble Education Minister of the State, Mr G Jagadish Reddy was the Guest of Honour.

Schulich – a top-ranked business school of Canada – is among the first major foreign institutions to have a significant presence in India under the current The All India Council for Technical Education (AICTE) norms.

Schulich, based out of Toronto in Canada, will initially offer two-year MBA programme in a twinning arrangement, in which the first year of the programme will be offered in India and the second year in Toronto.

The School also envisages offering Executive Education programmes shortly. It comes as a shot in the arm for GMR Group that has envisioned a comprehensive multi-themed development around the airport. As per the agreement, Schulich is developing the learning environment and academic infrastructure, while the GMR Group has provided the requisite infrastructure.

The Jammu & Kashmir region has been ravaged by the worst flood in over a century. We have all been witnessing an extensive destruction of life and property over the last few days. Lives have been lost and thousands of people rendered homeless as a result of the devastation. Despite the rescue efforts, people still remain stranded, vulnerable and disconnected; waiting to be evacuated. There is a paucity of food, shelter, medicines and other basic amenities needed for survival.

As Jammu & Kashmir faces the enormous challenge of rehabilitation, let us play our part in contributing to the restoration efforts. The loss for the inhabitants of this area has been monumental. Let us all do what we can and aid them in their time of need.

Jammu and Kashmir was hit by the worst-ever floods since 1892, wreaking havoc in several districts on either side of the Pir Panjal mountain range. Public infrastructure like bridges, roads and government buildings worth several thousand crore has been destroyed by the floods while the damage to private property including crops like apple and paddy is estimated to be several times higher.

The death toll in Jammu region reportedly is above 210 while in Kashmir Valley over 77 died in the calamity.
.

Union Home Minister Shri Rajnath Singh assured that the central government will not let money come in the way of providing relief to the state’s people. Rajnath Singh told the media in New Delhi: “Approximately 200 are dead and 130,000 people have been rescued from the state.” Around 1,200 villages in the Kashmir Valley and 1,100 in Jammu region have been affected, he said. “Around 400 villages have been totally submerged (in flood water). It is a national calamity,” he added.
.

Stating that the central government has taken “immediate and proactive” action, he said Prime Minister Modi has announced Rs 1,000 crore for flood relief and rehabilitation.
.

The stepped-up efforts came even as Prime Minister Narendra Modi Friday appealed to the nation to contribute generously and to “stand shoulder to shoulder” with the distressed people of Jammu and Kashmir which has been the worst floods in six decades.
.

Prime Minister Narendra Modi made an appeal to all Indians to donate generously to the Prime Minister’s National Relief Fund (PMNRF) and to “stand shoulder to shoulder” with the distressed people of Jammu and Kashmir which has been the worst floods in a Century.

“I request all fellow countrymen to stand shoulder to shoulder with our distressed brothers and sisters in Jammu and Kashmir and be part of the national effort to support them in this hour of crisis. I appeal to all citizens to donate generously to the Prime Minister’s National Relief Fund (PMNRF),” Mr. Modi added.

Asking the people to be part of the national effort, a PMO statement also gave details of various modes for payment to the Fund including online contributions through the PMO website.

All those who have survived the tragedy need resources, whether in hospitals or rescue camps. While relief through the military is being disbursed the conditions in the camp are dismal. If everything goes according to plan, Hyderabad is all set to be a 4G Wi-Fi enabled city by the year end.

The 4G WiFi services will be available in western Hyderabad by September and for the entire city by December end. Chief Minister K Chandrasekhar Rao directed the officials to make arrangements for the same.

.

Speaking at a review meeting with officials on ‘Hyderabad 4G WiFi City’ at the Secretariat on Thursday, KCR directed them to develop digital broadband infrastructure in Hyderabad. IT minister KT Rama Rao and representatives of Reliance, which will provide the services, were present in the meeting.

.

Reliance state CEO KS Venugopal and coordinator PVL Madhava Rao explained to KCR the progress on the works of WiFi services in Hyderabad and other places in Telangana.
.

As part of the first phase, 4G services will be made available in six corporations, 37 municipalities across the state apart from Hyderabad. In the second phase, all other cities, towns and 220 mandal headquarters will be provided with the services. The entire state would be made WiFi enabled by the third phase.

.

The chief minsiter felt that 4G services would support the government’s efforts to improve the brand image of Hyderabad internationally. The representatives of Reliance assured the chief minister of meeting the deadlines. They said around 4,100 crore were being spent for providing WiFi services in Telangana.

Reliance is laying 1,700 km long OFC lines in Hyderabad as part of the project. Lines have been laid for 500 km so far.
