World’s best single window clearance system to come up in Telangana, India

World’s best single window clearance system to come up in Telangana

.

The Telangana government is all set to bring in a “Right to Single Window Services” ordinance for investors, which will make the concerned officials liable for suspension and penalty if clearances for industrial projects are not given in 15 days.
.

Their increments and salaries will be cut and the amount thus collected will be paid to the respective investors as compensation for the delay.

.
At present, an investor has to obtain nearly 30 approvals from various departments to set up an industry and the average time to clear the files ranges from two to five years and more. Several proposals that were submitted during the last Partnership Summit held in Hyderabad in January 2012 are still pending.
.

Though Chief Minister K. Chandrasekhar Rao wants to bring the Act in the Legislative Assembly, it has been kept on hold due to delay in convening the Assembly session. To overcome this, the government is planning to take the ordinance route to ensure that the “investor-friendly norms” come into force at the earliest. Under the new system, the CM himself will handover nearly 30 approvals to investors.
.

The Telangana CMO will pursue the files cleared by the Chief Minister with all the departments in 15 days. Probably for the first time in the country that such an Act is being planned to check delay and graft in clearing investment proposals.
.

The aim behind the ordinance is that the Telangana government is planning to conduct a “Partnership Summit” by inviting industrialists from all the major countries and states in late-December or early-January and it wants to showcase that the state has the world’s best single window clearance system wherein officials will be taken to task if approvals are delayed under one pretext or the other or if they resort to any kind of corruption to grant approvals.
.

Mr Chandrasekhar Rao has been spending several hours every day since Saturday to draft the ordinance with officials of the Industries department. Legal department officials have also been involved in the exercise to ensure that enough precautions are taken to see that the ordinance does not invite legal problems for the government.
.

After holding meetings with officials on Saturday and Sunday, KCR on Monday invited representatives of industry bodies like CII, FICCI and FAPCCI for their inputs on the ordinance.
.

He is learnt to have told industry representatives that he had promised the world’s best single window clearance system to top industrialists like Mr Ratan Tata, Mr Azim Premji, Mr Anil Ambani, Mr Satya Nadella, Mr G. Mallikarjuna Rao and others and their expectations should be met at any cost and asked them to give inputs on how to achieve this goal.
.

The industry representatives sought a week’s time to give their feedback on the ordinance to which the CM agreed. Mr Rao told them that all appropriate inputs given by them would be incorporated in the ordinance, which is expected to be issued any time before Diwali.
.
How approvals are getting delayed for long?
.

In the existing method, investors have to approach nearly 30 government departments to secure approvals. The prominent being No Objection Certificates from the Pollution Control Board, department of Forests and Environment, Fire Services besides approvals from Roads and Buildings, HMDA, GHMC, Water Board, Electricity department etc. There is no specific time frame to clear these proposals and it takes two to five years and more.
.

The normal practice being adopted by officials to delay proceedings is by keeping files pending with them under one pretext or the other till the last minute and then issue notices pointing out deficiencies and seek rectifications.
.

After coming out with rectifications, they raise few more queries and seek explanations. It goes on and on till investors succumb to their demands for bribes.

Single Window Clearance (SWC) system introduced in Telangana for the speeding of the business clearences

Single Window Clearance (SWC) system introduced in Telangana for the speeding of the business clearances

In a marathon meeting that lasted for nearly five hours, chief minister K Chandrasekhar Rao on Tuesday promised Telangana Inc that the state government would firm up a single window clearance (SWC) system `better’ than that of Singapore’s, which is touted as the best in the world, to make it easy to do business in the state.
.

“Singapore has the best single window clearance system in the world. I promise and assure you that Telangana will have a better single window policy that will ensure clearances in 20-22 days. There will not be any hype or cosmetic window-dressing. Our industrial policy will be realistic as we are very ambitious,“ KCR said while addressing an interactive session with Telangana Inc as part of the government’s efforts to elicit industry’s views before formulating the new industrial policy .
.

KCR reiterated that the chief minister’s office (CMO) would directly monitor the SWC system to ensure that all the necessary clearances are given to investors in one shot so that they don’t have to waste time doing the rounds of various government offices. The CM also told the corporate bigwigs that the government was also in the process of identifying land parcels that could be utilized by industry . Top honchos of major corporate houses such as Dr Reddy’s Laboratories chairman Satish Reddy, Cyient Ltd (formerly Infotech Enterprises) founder chairman BVR Mohan Reddy, Apollo Hospitals group joint managing director Sangita Reddy as well as representatives of nearly 45 national and state-level industry associations like National Association of Software and Services Companies (Nasscom), Federation of Indian Chambers of Commerce and Industry (Ficci), Confederation of Indian Industry (CII), Dalit Indian Chamber of Commerce & Industry (Dicci), Indian Pharmaceutical Association (IPA), Confederation of Real Estate Developers’ Associations of India (Credai) and Associated Chambers of Commerce and Industry of India (Assocham), Federation of Andhra Pradesh Chambers of Commerce and Industry (Fapcci) and Federation of Andhra Pradesh Small Industries Association (Fapsia) attended the meeting.
.

The exercise was more than satisfactory to most of those who spoke on behalf of industry associations as the Chief Minister responded spontaneously on several issues, cleared their doubts and offered some benefits. Mr. Chandrasekhar Rao’s plain speak on issues related to levy of taxes, particularly on cotton by-products, and his offer to reduce taxes if they were lesser in neighboring States, helped him win over the entrepreneurs instantly.

.
Most of the concerns and problems raised at the meet by the representatives of the industry include power problem, high rate of land, variations in taxes compared to neighboring States, problems in getting clearance from pollution control board. The Chief Minister assured them of addressing all concerns. “Some Union Ministers and Governor spoke to me recently and complimented the government’s approach in attracting investments. While recommending some investors to the State they (Union Ministers) had told me that the same investors had come to the State in the past but they went back as the government heads then wanted a share in the investments,” the Chief Minister told the industry associations to drive home his point that his government would not indulge in such practices.

Uninterrupted Power Supply to ITIR, Hyderabad  (The Information Technology Investment Region)

Betting big on the ITIR project, the CM said that the state government would put in place the requisite infrastructure to support the project that would boost the fortunes of the industry and the state.

.
“We intend to make Hyderabad a software and hardware hub, for which dedicated power supply is critical. We will draw power from neighboring Chhattisgarh through a dedicated line and ensure uninterrupted supply. We are also looking at alternative sources such as solar and wind energy.“
..

The industry representatives urged the CM to build industrial corridors along the national highways leading to Bangalore, Mumbai and Nagpur and set up industrial parks in other parts of the state to ease the congestion in and around Hyderabad region and ensure the fruits of development benefit the backward districts of Telangana.
..

Industry associations representing the small and medium enterprises too put forth their list of demands before the CM, including quality power supply, release of subsidies/incentives pending for the last two years and earmarking of 25% area of industrial parks and SEZs for SMEs.

Naa Telangana Koti Rathanala Veena…2

People like me who had a kind of neutral stance about Telangana issue till now, are forced to take pro-Telangana stance after watching so much drama happening to get hold of Hyderabad city by few Seemandhra politicians & business people who have accumulated illegal properties in and around the city to save their properties (which they cannot protect once the bifurcation happens) and agitations provoked by them.

Though the fighting to keep the state united is actually a noble one and unique one, but I never heard (all these years) someone saying about the upliftment and development of the Telangana people and region.  Actually they never even thought that there is a need to develop the backward areas of Telangana region which was primary cause if this whole episode.

I never heard someone who is fighting to keep the state united (though the intention is so noble) saying that we should develop the backward areas of Telangana.

People who came here for a better living are started saying that they have developed the Hyderabad city (otherwise it would have been abandoned by now if they weren’t here), hence it should belong to them. How does it look  when people who went to USA to earn decent bucks there, starts an agitation to claim for ‘New Jersey’ city saying  they have developed it.

How many of us come to the Hyderabad city with the whole intention of developing it??? Aren’t we here for our own self, to have a better living.  It’s this city which has given us ample opportunities to develop ourselves. How many of you joined your current company to develop the company??  or did you join it because you need a job(or better than your previous one). The City/Company helped us develop, not vice versa.

These people(who favour Samaikyandhra)  say that we should keep all the Telugu speaking people united under one state, but they always insult and laugh at our language, they poke fun at me whenever I talk. Though there are many different accents exists for Telugu, they always make fun of my accent. It’s very common that every/any language will be spoken in many different accents when it exists across a vast region. Telangana is a region where different cultures exist and who speak different languages, hence the language has gone through many changes over the years and spoken in a separate accent (which is more of a mix of Telugu and Urdu). They do not have common sense to understand this little thing and they always insult our language. Many times it makes me feel that we speak a similar language, but not same language. Then there is no meaning to fight for a single state for all Telugu speaking people.

You won’t develop us, you won’t let us develop, you won’t develop projects for us, you take our water, you take our jobs, you insult us every time and you still say that we should live together. You also say that you developed us and  this city, you say that we don’t have a culture then also you want to stay with  us. Why?? Why should we stay with you??

After so many fights and so many people taken their lives for the Separate Telangana movement…..finally when it is going to happen, again you started it…now you want the stake in Hyderabad, if that is not possible, then you try to make is as an Union Territory…why…..why….why these false agitations and jealous about your own brothers. You never let us develop, when we got an opportunity to develop… again you are trying to pull us down. Sad !!!!

No one of this country have the authority to say that Seemandhra people who stay here should leave once the separate Telangana state formed. Every citizen of this country have the right to stay happily where ever they want, they can own properties anywhere and can do jobs anywhere within the country till the time they abide the law and order of the state.

This Samaikyandhra agitation is provoked and backed by people who have accumulated illegal properties in and around the city, they are scared they cannot protect their illegal properties once state has been bifurcated.

This city has given to life for many people like us and has been a silent spectator of our development. Do not try to ruin it, be part of it and have fun.

Naa Telangana..Koti Rathanala Veena

Naa Telangana Koti Rathanala Veena

History:

Telangana region ruled by Nizam’s till India became an independent country. Telangana people lived like slaves under the Nizam rule. The people of Telangana region were robbed by supporters of Nizam rulers in every possible manner. Most part of the land was in the hands of very few feudalists and large number of people lived like slaves. People used to live as daily wagers in their own farm lands. Even those people who have control over people and lands also used to pay heavy taxes to Nizam Govt. There was no formal education available. People used to be illiterates and used to live like slaves in their own mother land.

Evolution of Telangana Movement:

After India got Independence, Hyderabad region became the part of India after some force used by then Deputy PM Sardar Vallabhai Patel. The coastal Andhra and Rayalaseema region were part of the Madras state. There was a huge demand for a separate state for Telugu speaking people. A separate state called ‘Andhra Rashtram’ was formed in the year 1953 for Telugu speaking people after 48 days of hunger strike of Late Sri Potti Sriramulu with Karnool as its Capital city.

In the year 1956, then ‘Andhra Rashtram’ and ‘Hyderabad’ which were separate states till then, have been merged together and Andhra Pradesh state was formed with Hyderabad as its capital city.

Hyderabad city was geographically located to cater the needs of the larger Andhra Pradesh state and had all the facilities like assembly, hospitals, Universities, Roads, water facilities, Underground drainage system and various other important places which is convenient to form a capital city when compared to Karnool City. Then, Hyderabad was fifth largest city in India with developed infrastructure. Though many of the Nizam rulers ignored the development and uplifting of the people of then Telangana region, few of them developed Hyderabad City which was also their capital city.

Since then, Telangana, Andhra and Rayalaseema regions was under one state. Telangana was a backward region since they were under the Nizam rule, they were economically very poor, no education, no jobs, not enough food to eat. The people of Telangana was suppressed under Nizams and then existing feudal system. Major part of the population of Telangana survives on agriculture. Though it had finest soil (Black and Red soil) in India, there was not enough agricultural production due to non-availability of water resource. Two major rivers Godavari and Krishna flow from this region, but not enough actions were taken to build the projects to cater the needs of the Telangana farmers.

Rayalaseema which consists of four districts in southern Andhra Pradesh was also one of the backward area in the state. Rayalaseema has got a rich historical culture since the time of Krishna Devarayalu period. It was called as ‘Ratanala Seema’.

Costal Andhra region was developed region when compared to Telangana and Rayalaseema. It was located in such a geographical location where it has got sufficient water resources to cater the needs this region. Also it has got a lengthy coastal area which contributed to the development of this region.

When three regions were united and formed as a single state, The Telangana and Rayalaseema people were many expectations for their upliftment and development. Most of the chief ministers of Andhra Pradesh state are from Andhra or Rayalaseema regions. The economically strong leaders from Andhra ignored the development of Telangana region since the formation of Andhra Pradesh state. There was significant partiality shown towards the Telangana region. The leaders who emerged from Rayalaseema were also needed the support economically strong leaders from Coastal Andhra to sustain their power, so they also did not do anything significant to develop Telangana.

After so much discrimination and partiality shown between the areas by Andhra political leaders, Telangana people who have been suppressed for ages, have started an agitation for separate Telangana state since around 1960, so that they can develop their area and uplift their lives. The movement got into full force in the year 1969 under the leadership Chenna Reddy. That movement was diluted by economically and numerically dominated Andhra leaders and their influence on Central Government. Since then the movement for separate Telangana state always existed through various forms.

The Voice for separate Telangana raised again by K Chandra Shekhar Rao who walked out from Telugu Desam Party due to differences with Nara Chandrababu Naidu who was then CM of the AP and formed a political party named “Telangana Rashtra Samithi (TRS)” and started a political movement for separate Telangana state in the year 2001. The people who oppose his party and cause (fight for separate telangana state) for formation of party say that he formed the TRS party because he was denied the ministerial berth by then Chief Minister N Chandra Babu Naidu. The cause could be anything, he might have been suppressed by Andhra region Telugu Desam party leaders, it could have reached an extent where he could not tolerate it anymore and went out and formed a party or may be purely because he was denied a ministerial berth. The reason could be anything, but the issue he raised was not a new issue, it was there in the hearts of Telangana people since decades. People may have questions about his intentions, but nobody can question the issue he choose which was genuine.

One thing I would like to emphasize here, People went after him because he took up a genuine issue, but not because of any other thing. It was not easy for a person who is like any other ministers in the Congress and TDP who can come out of those parties and start a political movement and win 27 MLA seats. He was no legendary NT Rama Rao (NTR), didn’t have any Rajeev or Sonia support, he was not so rich to influence other leaders or people by his money. I think he got a genuine reason, that’s what made him the face of telangana fight and he could managed to win few MLA and MP seats for him and his party. The two main political parties of Andhra Pradesh, Congress and TDP which were sharing the power since the formation of AP, realised his party’s cause and importance and went for an alliance with TRS in 2004 and 2009 elections. Congress and TDP did not want his alliance because he is Chandra Shekhar Rao, but because of the cause he took up and the impact and influence it had on people.

Congress strategically formed an alliance with TRS and managed to win 226 assembly seats in 2004 assembly elections and formed the Government as YS Rajashekhar Reddy as its Chief Minister. TRS became a part of Government and was holding few ministerial berths also. Chandrasekhar Rao and his party could manage to win 6 MP seats and became the part of UPA coalition Govt as Manmohan Singh of Congress as Prime Minister and Sonia Gandhi as UPA chair person. Though he managed to get two Minister berths in Central Govt, he was realised that the Govt was not willing for a separate Telangana state formation which they mentioned in the UPA agenda. He and his party came out of both Central and State Govt’s and since then his party is fighting for separate Telangana state.

2009 elections – This time TDP contested elections with TRS alliance, though they could managed to win the majority seats in Telangana they fell short to form the Government as YSR has managed to win majority MLA seats with his charisma to form the Government . Telugu Desam party and then newly formed Prajarajyam party supported separate Telangana state formation. Significant thing here is TDP and its boss Chandrababu Naidu openly supported Telangana formation after almost 2 years of internal discussions in their party. Chiranjeevi and his party Prajarajyam also supported separate Telangana state. Chandra babu and Chiranjeevi openly assured people of Telangana that they will support the separate Telangana formation in almost all the rallies of 2009 elections and they were also challenged and questioned Congress led UPA which was in power in central Government why it was not ready to form Telangana. They also said they will immediately support the issue once the ruling Govt comes with a bill in state and central.

Things changed very fast.  Grand Alliance (Maha Kootami- which was as an alliance of TDP, TRS, CPI & CPM) which was contested 2009 elections could not managed to win majority seats and Prajarajyam got only 18 MLA seats. Congress led by YS Rajashekhar Reddy came into power and after that all parties started neglecting Telangana issue. TDP and Congress said that the TRS could manage to win only 10 MLA & 2 MP seats in the region, they concluded that there was no more Telangana sentiment. They tried to encash the Telangana sentiment to win elections, when their cause was over, they ignored the Telangana and Telangana people.

People of Telangana who supported TRS earlier did not went and vote for them, cause they are fed up with these politics and they didn’t really know who to trust. It was the responsibility of the leaders to tell and convince people why actually we need a separate Telangana and what are the advantages and disadvantages associated with it. Actually nobody did that. Everyone tried to encash the sentiment, but none of them tried to understand the cause and tried to solve their problems.

People of Telangana wanted a separate state, because they were fed up with their living conditions, there were no development opportunities for them, no jobs, no water resources to cultivate their farms, hence farmers have to send their children to Gulf countries to work as labour. The ill treatment by economically dominated Andhra leaders at various levels time and again towards the region in many areas had drived them to own a separate state for them.

The Andhra leaders always ignored the voice of Telangana people, if somebody tries to raise this issue, they suppress those people saying that they are doing it for their survival or for selfish or political needs instead of developing the living conditions of these people. When they want votes they come to Telangana and play this Telangana sentiment drama, Once it get over, it is usual business for them, same ill treatment, same partiality, no funds, no projects, no jobs. They just won’t care about us.

Genuine Telangana leaders who are there in Congress and TDP are to live like slaves and have no say in those parties. They can say anything, but they should not talk about their area problems, they suppress those leaders who talk louder, like Chandrababu did with Chandrasekhar Rao and Devender Goud. They won’t let Telangana leaders survive in mainstream politics if they talk something to raise such issues. They will let you survive till you will be like a puppet in their hands.

I think, even KCR has realised his charisma fading out slowly and he can’t sustain the TRS party any more with same issue in same manner. One should agree that, though he managed to raise the telangana issue to extents, he failed to win the hearts of all the telangana people, due to reasons like his foul language, his fidelity, his leadership qualities etc. He was not completely successfully to convinced the people why we need a separate Telangana.

At the end he came up with a hunger strike to raise the same issue again. This time he managed to raise the Telangana sentiment to many heights which no body believed till a month ago that it can go to far extent and can shake the earth under the feet of people in Delhi. People of different categories like Farmers, employers, students, business people, different communities came forward and supported KCR.

ALL THE STATE PARTIES CAME AND SAID THAT THEY WILL SUPPORT THE SEPARATE TELANGANA BILL IF CENTRAL GOVERNMENT COME UP WITH A BILL IN STATE AND PARLIEMENT, AND ALSO THEY CHALLENGED CENTRAL GOVT LED BY CONGRESS FOR DELAYING THE ISSUE.

Immediately after all party meeting convened by The CM of AP Mr Roasaiah, The central Govt took a decision to start a formal process to create a separate Telangana state and announced the separate Telangana on 9 Dec 2009.

Ganesh Chaturthi Celebrations in Khairatabad, Hyderabad

Ganesh Chaturthi Celebrations in Khairatabad, Hyderabad
.

Ganesh Chaturthi also known as Vinayaka Chaturthi, is the Hindu festival celebrated on the birthday (re-birth) of Lord Ganesha, the son of Lord Shiva and Parvati.

It is believed that Lord Ganesh bestows his presence on earth for all his devotees during this festival. It is the day Shiva declared his son Ganesha as superior to all the gods, barring Vishnu, Lakshmi, Shiva and Parvati. Ganesha is widely worshiped as the god of wisdom, prosperity and good fortune and traditionally invoked at the beginning of any new venture or at the start of travel.

The festival is observed in the Hindu calendar month of Bhaadrapada, starting on the shukla chaturthi (fourth day of the waxing moon). The date usually falls between 19 August and 20 September. The festival lasts for 10 or 12 days, ending on Anant Chaturdashi. This festival is observed in the lunar month of bhadrapada shukla paksha chathurthi madhyahana vyapini purvaviddha. If Chaturthi prevails on both days, the first day should be observed. Even if chaturthi prevails for the complete duration of madhyahana on the second day, if it prevails on the previous day’s madhyahana period even for one ghatika (24 minutes), the previous day should be observed.

While celebrated all over India, it is most elaborate in Maharashtra, Goa, Andhra Pradesh, Karnataka, Orissa, Tamil Nadu and Chhattisgarh. Outside India, it is celebrated widely in Nepal and by Hindus in the United States, Canada, Mauritius, Singapore,Malaysia, Thailand, Cambodia, Burma , Fiji and Trinidad & Tobago.

The largest Lord Ganesh Idol in the world is installed at the Khairatabad State Library during the Ganesh chaturthi festival and is immersed at Hussain sagar lake.
